In the late 2270's, the Romulan Star Empire's fleet was undergoing substantial changes. The effective Vas'Hatham Bird of Prey had begun to be replaced by other designs, including export D7-A Cruisers and homegrown warships such as the A'Vara Heavy Cruiser. In order to keep step with changing times a new warship, the Vas'Caladon Command Frigate (also known as a "War Eagle") was designed to act as a leader vessel for wings of Vas'Hatham Birds of Prey and keep the design lineage an effective component of the fleet.
